The iCalendar spec (RFC 2445 - http://www.ietf.org/rfc/rfc2445.txt) states:

   If BYxxx rule part values are found which are beyond the available
   scope (ie, BYMONTHDAY=30 in February), they are simply ignored.

So, it appears that Google Calendar is following the spec correctly, and
Outlook is not.  Unfortunately, that is why there is a difference in this
case.
