Hi jayred, What timezone is listed in your calendar metafeed?
http://www.google.com/calendar/feeds/default/ Mine is <gCal:timezone value="America/Los_Angeles"/> and my offsets seem to be correct at -07:00. Also, there is currently a feature request filed to add a timezone query parameter like you've suggested. Not sure what the ETA will be but I'll keep you posted on any progress.
