Just a follow up to my *point - I note that TZID is specified for recurring events where it is required and is omitted for single instance events where it is not strictly required and Z time is specified instead.
Also please ignore 3 - I note VTIMEZONE is generated, again as required, upon creation of a recurring event. This leaves point 1 (for recurring events) and point 4 (specifically option to enable dynamically changing TZ displays with notifications accordingly) in need of attention to my mind.
