This is what I have found that works - East of GMT or > 0 GMT: ctz=Etc/GMT-hh:mm
West of GMT or <= 0 GMT: ctz=-hh:mm In either case the number is shown as a negative value. The Etc/GMT label requires a negative number for positive values. Win32 API GetTimeZoneInformation supplies a Bias value from UTC in total minutes which can be formulated into the hours and minutes from GMT.
