Sorry, this isn't exactly about the Google Calendar API, but this is
the closest group from what I can tell.

It seems Google Calendar has changed its behavior when it gets an
iCalendar url that doesn't contain time zone info.  It use to be that
it would interpret the events to be in the users current time zone.
Now it seems to do something else (at the moment it seems random).  If
someone could let me know what it is doing that would be great.
