I think you have already answered to yourself. Since "deleted" events are only hidden, you can't add another one with the same ID again (imagine the mess for event syncing beetween applications and Calendar, if event IDs could be reused many times !).
The answer is not what should be done in the API or how to make the event deletion really "complete", but how YOU can manage with that.
