For simple or extended encoding you will have to programmatically scale the data yourself or use one the APIs listed here: http://groups.google.com/group/google-chart-api/web/useful-links-to-api-libraries. Alternatively, there are Google Chart API generation tools out there that may assist you for scaling your data: http://www.clabberhead.com/googlechartgenerator.html. Hope that helps.
