You're using text encoding which means the chart area ranges from 0 to
100 in both directions. Your x-axis labels range from 1 to 31 and your
y-axis labels range from 100 to 2000.

Your first dataset has y values that range from 1200-1300, but you
want to display those values on your 100 - 2000 chart. By using
1200-1300 within the chds parameter you're telling the API to scale
the data automatically so that a 1200 point is on the exact bottom and
1300 is at the exact top.

Therefore, your CHDS parameter should be:
chds=1,31,100,2000,1,31,100,2000
