No, you need to have an internet connection in order to call the API and generate charts. Google mentioned in a recent post that they're considering open-sourcing the API which, if made available, would allow you to possibly run it on your own computer and build dynamic charts via calls to your local web server.
If you don't have an internet connection you'll have to use locally stored images of charts or live with a video recording.
