Keith, I figured it out.
I was loading the image from within a SSL secured domain and the image is coming from an unsecured domain so in IE7 I was getting the regular old "do you want to display the nonsecure items" dialog which of course I clicked "Yes" and it loaded fine. However, in IE8, instead of clicking "Yes" to get unsecured items to load, you click "No" and the dialog is different and I wasn't reading it since I'm so used to the IE7 dialog. Basically PEBKAC.
