Hunter, Your data is changing (e.g. your 2009 value has grown) but you're not changing your y-axis and data scaling parameters to match.
An easy solution would be to set your CHDS and CHXR parameter to match your maximum data point value. http://chart.apis.google.com/chart?chbh=a&cht=bvs&chd=t:5,22,6,2,1,1,1,2,2,1,1,1,1,1,1,1,1&chs=620x200&chxr=0,0,22,1&chds=0,22&chxt=y Given that your data is quite dynamic, you'll have to come up with an algorithm that tweaks your axis labels better.
