You need to make your chart large enough to contain the text by
changing chs=400x190 to chs=500x190 or something similar.
Alternatively you could make use of the chxs parameter (
http://code.google.com/apis/chart/docs/chart_params.html#axis_label_styles
)

You would just need the font size part of it, so your call would look
like chxt=x&chxs=0,000000,8 to scale down the labels to point 8 font.
