This appears to be a bug or at least a shortcoming of the Chart API.
You are definitely encoding the UTF-8 hex values properly. I use the
following Unicode/UTF-8 character table: 
http://www.utf8-chartable.de/unicode-utf8-table.pl


Here's my attempt at an arrow, which does not work:
http://www.google.com/chart?chst=d_map_pin_letter&chld=%e2%86%97|ffffff|000000

Yet, here's a pin with a "nearby" character:
http://www.google.com/chart?chst=d_map_pin_letter&chld=%e2%85%94|ffffff|000000
