Yes, the chart API has a maximum chart size of 300,000 pixels which equates to 547x547. But given how blocky the codes are, does it really distort that badly when you enlarge it?
Another option is to just use the underlying library that is used (ZXing) as it doesn't have any such limitation and I've used it to create my own QR codes that are much larger than 547x547 for just the reason you are, to have it on a large banner. I have a standalone program I use to create them so let me know if I can help.
