Yes. Example:

chf=bg,s,FFFFFF00

As I understand it: the final 2 (optional) numbers indicate percent
transparency from 00 (full transparent) to FF (not at all
transparent). So if you're wanting full transparent then use anything
you'd like for the first 6. This would work just as well:

chf=bg,s,00000000
