There are a couple things going on here and you'll want to review the Data 
Formats <http://code.google.com/apis/chart/docs/data_formats.html> and Axis 
Styles and 
Labels<http://code.google.com/apis/chart/docs/gallery/bar_charts.html#gcharts_axis_styles_labels>sections
 in detail.

Briefly:
CHDS parameter only works with text formatted data (chd=t:)
CHXL spaces out your custom labels evenly (i.e. $0 at the bottom, $4550 at 
the top and $300 one third of the way up the axis)

Recommendations:
- Continue to use chds=0,4550
- Switch to "chd=t:300,1440,4550"
- Use CHXR to display an accurate range of axis values
       - You may want to use chds=0,5000 and a chxr range from 0 to 5000 for 
a better display
       - Use CHXS to add extra text/styles
