ehm the problem is:       
chart = new 
google.visualization.Gauge(document.getElementById('visualization'));

google.visualization.Gauge is not a constructor

...chart = new 
google.visualization.Gauge(document.getElementById('visualization'))

try to use instead new google.visualization.PieChart for example...
