There appears to be no option that lets you specify the format of the date on the timeline for the AnnotatedTimeLine chart. This is partly because that format is determined automatically based on the date range currently being displayed. The AnnotatedTimeLine chart, being written in Flash, is not supported as well as other chart types, and probably won't be upgraded to add options found in other charts.
You may be able to use the ChartRangeFilter Control to get what you want. (see https://code.google.com/apis/ajax/playground/?type=visualization#chartrangefilter_control ) I set up a modification of the playground example that formats the date, using a google.visualization.DateFormat, but it only shows up in the chart, not in the timeline control: http://jsfiddle.net/dlaliberte/pfTqP/5/ Hope that helps.
