No reasonable limit. There are some DOS limits in place, but you shouldn't hit them with any reasonable number of requests (where reasonable is a limit we won't publish, but you likely won't hit).
Keep in mind, chartserver (and therefore your QR code server) is being deprecated in April 2015 <https://developers.google.com/chart/terms>.
