If you haven't already, check the properties on revision 0: svn proplist --revprop -r 0 https://poy4.googlecode.com/svn/
You'll want to delete any sync/lock properties, e.g.: svn propdel svn:sync-lock --revprop -r 0 https://poy4.googlecode.com/svn/ Let me know if you still run into trouble and I can investigate further.
