It means the commit failed due to a network hiccup. Luckily, 'svnsync' was designed to be restartable. Well, more than that ... it was designed to be run over and over as a cron job, as a way of maintaining a 'mirror' repository. So just run 'svnsync sync destinationURL' again to get it going again.
