Banning his account is certainly an option, but I wonder if two things should be tried first: 1. Has anyone actually told him to stop acting like this? I'm not seeing evidence of it. 2. Have people just tried ignoring him? Rude trolls usually give up if they can't get the attention they want. You'd be amazed how fast they go away when you give them the silent treatment. By the way, project owners can delete individual issue tracker comments as well, so that's another way of guaranteeing he gets no attention.
