Just to clarify. Xcode is a development environment that runs on Mac OS X.
It is freely available (at least I consider it so) because it comes included
with the OS. Also, the Cocoa frameworks come with the environment.

I don't think the frameworks can be downloaded. But since Xcode only runs on
Mac OS X, and all Mac OS X computers come with the environment; any computer
that can run the programs that I'll write have access to the environment and
the frameworks.

The answer to the linked exchange above was that it shouldn't be a problem.
I'm asking if there has been any clarification or changes since then.
