We had a bit of a discussion about this in the judges' room at the finals,
and I'm interested in hearing what you guys think.

What should happen on the scoreboard when someone downloads the Large, and
then 8 minutes pass without a submission?  Obviously at the end of the
contest it should say "Time Expired," but what should it say *during* the
contest?

Suppose I download A-large after 2 minutes.  What should the scoreboard say
after 12 minutes?

0. The scoreboard should read "Time Expired."  (this is what it does now)
1. The scoreboard should show a submission at 10:00 (when time ran out).
2. The scoreboard should show a submission at 2:00 (when the input was
downloaded).
3. The scoreboard should show no indication that the Large input was ever
downloaded.
4. Penalty times for the Large (also the small?) should be based on the
download time, not the upload time.  So it would say 2:00 regardless of
whether it was TLE or submitted.

Some of these set up weird incentives.  Part of the reason this came up is
because under the current regime, players have incentive to submit garbage
so their opponents didn't know they TLEed.

No promises that we'll go with the most popular choice, since some of the
alternatives are significantly harder to implement than others -- #0 is
particularly easy!
