At this point they're just covered by copyright. We currently plan to release problems, analyses and input data under http://creativecommons.org/licenses/by-nd/3.0, but that hasn't happened just yet.
The license is NoDerivs, but you will be able to modify problem statements to reduce them to only one kind of input. I'd be interested in hearing input about the license.
