Hi,

I second this.  I haven't been able to get a single practice Haskell submission 
to avoid the CTLE in more than four hours now.

We're between rounds, now would be a perfect time to practice, but it's 
currently not possible.

Additionally, I recall getting quite a few of those *during* the contest round. 
 Though I did manage to pass my (same) code in the end, it's cost me time, 
submission rate cooldown, and attempts.  That likely result in a worse ranking 
than I'd deserve through the penalty system (haven't fully wrapped my head 
around it yet).

It wasn't that bad for a 27-hour, ranking-insensitive round.  It makes me 
anxious about the following ones.
