I'll give my understanding of the Terms Chelsea linked, but I want to be
clear that I'm not an employee of Google, or a lawyer, and I might be wrong.

Quebec is only a problem if you're there. Google can't run a contest in
Quebec without having a French-language equivalent.
For the rest, it's probably US law that prohibits them from running the
contest there. Reading the terms, I'd guess that if you:
 a) Are there, or
 b) Usually live there
...then you can't compete, according to the rules.

So, to pick a specific example:
- If you're a citizen of Syria but you don't live there anymore, I don't
think anything is stopping you from competing.
- If you're a citizen of Syria and physically present in Syria, the contest
page probably won't work for you, and you aren't allowed to compete.
- If you're a citizen of Syria and usually live in Syria, but you're in
Europe during the contest, then you aren't allowed to compete. If you
compete and somebody at Google realizes you usually live in Syria, they
will stop you from competing any further and won't send you any prizes.

Again, to be clear, I'm not a lawyer or an employee of Google, so my word
on this is not official in any way.
