I believe in the previous rules, your score will be 10 points and penalty 
time would be 1 hour, same as the new rule.

I think in the previous rules, your score is 10 points and penalty time is 
1 hour, same as the new rule.

I think in the previous rules, you get 10 points and the penalty time is 1 
hour.

I think the major difference between the previous rule and the new rule is
In the previous rule, the hidden test for a submission will be run only 
when that submission is the LAST submission and it passed all the visible 
test.
In the new rule, the hidden test for a submission will be run only when 
that submission is the LAST submission that passed all visible test.

For scoring, it always use your best submission to determine your score.
The best submission is the first one that give you highest score.
So Situation A and B should be no difference in either rule.
