The docs are not quite up to where they need to be, especially around turnup ESPECIALLY around non-google-supported platforms. That said, we have such an awesome community of people, you are able to find help from people doing this on their own time! Let's all keep it friendly, please. As with most OSS problems, the best path to answers is to try to figure it out, and if that fails, to post precise questions. That will help keep things moving forward.
I don't know why SERVICE_CLUSTER_IP_RANGE did not get set in the --service-cluster-ip-range flag, but it needs to. Patches are welcome!
