The page http://desktop.google.com/pluginsubmit is the correct page. You don't even have to try http://www.google.com/ig/submit !
You should report the entire error message you receive to make it easier to help you. Looks like your gadget is missing the category element. You must edit the gadget.gmanifest file manually and add the category element. See http://code.google.com/apis/desktop/docs/script.html for details.
