This update to users portion of this problem has been resolved. I fired up the sidebar this morning and was finally prompted to upgrade. The reviews are still gone, but that isn't so important to me - I'll get more.
This is what is important to note: Your gagdet's record with Google is tied to your download URL. Maybe the GUID too, but my experience shows that at least the gadget reviews and auto-update system are bound to the download URL of your gadget.
