Thanks Eric.  That bug report indicates that creating a spreadsheet
without content produces a 503 error.

The spreadsheet I am creating does have content.  So it's very similar
to the reported issue, but not 100%.

It does succeed in creating the spreadsheet on Google Docs (from the
ODS file I add to the POST).  But it still returns a 503 error.
