Hi there, There are several 3rd party gadget directories where you can submit your gadget like for instance: - http://googlemodules.com/ - http://www.googleminiapps.com/tools/kayak-travel-search-gadget/
In addition to that, you should promote your gadgets through blogs related to your gadget content/use. Buying some targeted advertising to promote your gadget could work as well, but your should not have to. Once you have a growing user base, your visibility in the iGoogle gadget directory will improve. If you have opportunities to help users by email, you should suggest to them to post a comment and rating on the gadget directory page. High rating on a gadget is the best way to be highly visible in the directory. Hope this helps.
