Vladimir, Unhappily, Google does not advise on progress of theme submission, or given any reason for rejection.
It is possible that your theme does not comply with the Program Policy: http://code.google.com/intl/en/apis/themes/docs/dev_guide.html#Basic I suggest you try removing the non-Google logo, make the iGoogle logo, header text and header links more prominent, and re-submit the theme.
