You should be able to do this for your users using the Documents List
API:

http://code.google.com/apis/documents/developers_guide_protocol.html

If you use ClientLogin as the authentication mechanism you can
retrieve a list of their documents under your domain and then by using
the <content> link in each document entry you can retrieve the
contents of those documents. If you have more questions about the API,
you can ask in the developer forum for it:
