I don't think its related to the general power settings. The laptop has had no other issues with rebooting at random. Also, once picases has finally scanned the folders, it will stay open and the laptop will stay on. It seems to be related to the actual scanning of the files, in particular to how Picasa is reacting to files it can't or doesn't want to read.
