It appears to be either a bug or some sort
of static configuration that PIcasa's version
of Wine maintains.

I jumped to a command line and:
cd   /opt/google/picasa/3.0/wine/bin
./wine  regedit

Then navigated to:  HKEY_USERS/S-1-5-4/Control Panel/Colors
(I had to create the "Colors" key) and added a couple of of
"String values", which are:

Hilight   with a value of "124 64 104"
HilightText     with a value of  "255 255 255"

Ok, then "Registry (menu)  -> Exit"
Restart regedit in your command line window:
./wine  regedit

You'll notice that the "highlight" color (when you select
a key in the left-tree) has changed, as expected.

However ... start PIcasa up ... it's not honoring the
color change for "Hilight" and "HilightText". The color
is that default white-on-dark-blue.

I don't know much about the Windows / Wine and
"Picasa version" of Wine (the low-level stuff) about
a possible static configuration (file maybe) or maybe
they have a .REG file which is read in when Wine
fires for for Picasa - maybe the Picasa folks want
the color-config to be static ?

I'd say submit a bug-report :)
