I do all exactly as you say. The file picasa36-setup.exe is in my home and

This is the cause of your problem (empty .winepicasa directory)
Which version of wine do you use?
With wine 1.1.37, I get :

And then it starts the installation screen.
Apparently the setup of the .winepicasa directory did not succeed.
