Philippe, if you first install Wine and then install the latest 3.6 version of Picasa for Windows, you should be able to change the default Picasa display language by clicking Tools → Options → General, clicking the menu arrow to the right of the «Languages:» box, and choosing «Français» from the list that then opens.
