"Locations" sidebar?  Are you talking about the "Places" sidebar
on the right side of the Picasa window?

If true, then run "regedit" ("wine regedit" at a CLI)
and navigate to: HKEY_USERS -> "S-1-5-4" -> Software ->
   Google -> Picasa -> Picasa2 -> Preferences ...

For the "active_metadata_tab", the entry will read something
like, "thumbui/places_toggle" ...

Right-click, "Modify", then "blank out" the string - i.e., just
hit the Backspace key to erase "thumbui/places_toggle", then
click the "OK" button.

Fire up Picasa - the "Places" sidebar on the right will be closed.
