You don't say which version you are using.

With the 3.1 beta of picasa (with bundled wine), picasa would show my
.avi files mixed in with my photos, would usually get a good thumbnail
out of them, but couldn't upload them.

With the Windows 3.8 version installed under system-wide wine 1.2 in
Ubuntu jaunty, my .avi files that were already indexed show up, but no
new .avi files even appear in my folders or albums.  On the other hand,
most .mov and .3gp videos appear and also upload fine to picasaweb.

This is after installing *many* different codecs via wine.

I'd much rather have support for the .avi files, since that's the
default produced by my current camera.  If anyone has got .avi files to
work, please explain.
