I've used "mftar" to extract files from Windows BKF files on a Linux
(ubuntu, not that it matters) box.

The file/folder structure is the same (seems to be for me) for Picasa
on Windows and Linux, so once you extract hte files you should be able
to move them into the right location.

 Downloaded http://freshmeat.net/projects/mtftar/ to =~/src/mtftar=
  then built and installed to =~/arch/Linux/bin/mtftar=.

  Useful as =mtftar < blah.bkf | tar xvf -= to extract a Windows BKF
  backup file.
