Is it actually a duplicate image or is it a duplicate name. I know that you if you don't have your camera set to continue the numbering sequence on format that picasa will append a "-1" to the end of the file name.
Picasa doesn't actually import your database, so I really doubt it uses up nearly as much disc space as you think. It merely presents you with the organization paradigm that is currently employed on your computer. The only files it creates are small txt files in the folders telling it if you have performed any tuning or cropping on the image.
