The fix from http://forums.fedoraforum.org/showthread.php?p=1419752
worked for me! It seems there's a problem with application that ship
their own wine and Fedora 14 x86_64.

I simply did

cp /usr/bin/wine-preloader /opt/google/picasa/3.0/wine/bin/

and picasa now starts normally.
