I just do:
  wine ./picasa38-setup.exe

and wine does it's thing, then picasa is available and runs fine...

I have wine:  on openSUSE 11.4  wine-1.3.12-3.4.x86_64
              on openSUSE 12.1  wine-1.3.24-1.1.x86_64

ps:  I usually use bibblepro5 or ufraw/gimp to convert my nikon D3 nef's. 
Bibble uses side-car files and is very handy doing all the work after I
have finished editing rather than sitting waiting for each individual file
to be saved before going to the next.  I have been playing with darktable
(foss) which is similar to bibble saving edits in side-car files and doing
the actual conversion/edition after the fact.

I shoot a lot of youth soccer and have tooooo many files to edit to wait
for each to convert before moving to the next.  And I DO NOT edit jpg's. 
I feel I have waisted my time if I convert from raw and then edit.
