I don't know the actual application you mention, but I suspect the weather layers you are seeing are either groundOverlays displayed over the Google maps or much more likely, they are a tileset displayed over the top using a tileLayer.
Actual files are probably .png with a transparent portion to allow the map to show through and are likely to be provided by the web service. How these are actually formed depends on the provider, but usually the images are produced by plotting, say, the radar onto a large image in memory that is then chopped up into tiles which are then sent when the Google map requests them to be overlaid. As I say, I don't know the specific of how the Weather Channel does it, but that is my best guess.
