Hi Aaron- Short answer is no. What's the use case? Could you use DRAG_START and DRAG_END events to detect the user moving the map?
As for clearing overlays, it might be better for you to just push all your overlays into an array, and call removeOverlay() on each overlay. Then you wouldn't have to worry about the infowindow ever closing programmatically. We don't fire an event for when the infowindow button is clicked by the user, so if you do really need to know that, the best option now is to create a custom infowindow with your own close button, and detect the event yourself.
