There.

You need to create a key for the IP or domain name of your online website.
Do not worry about the localhost, since every key can work out localhost for
development purpose.

If you refer your software as an AIR, it is also possible, just check out
http://code.google.com/apis/maps/documentation/flash/tutorial-flexbuilder.html#AIRDevelopment
