Hey Daniel, Safari 5.0 (5533.16) and Firefox 4 beta 1 show the same erroneous behavior but Google Chrome 5.0.375.99 works as expected, so your right - browser specific! DoH!
IE on windows showed +3, -3 for each wheel click and Chrome on Mac shows +4, -4.
