In the meantime, i's possible to do this manually by listening for 
MapMoveEvent and MapZoomEvent, running a suitable test of the current 
position and using setCenter to shift it back into the permitted range if 
required.

In your particular case you may also need to limit how far they zoom out to 
mark sure the world can't become smaller than the viewport.
